I figure i could maybe handle a 7' and probably 8' max (although I can only imagine an 8' would really be a test of the tackle)
I always wade waist high then cast so I'd definitely be in the zone.
the way things are going, within the next few years this will be a regular occurrence.
California is known for knee jerk reaction, I see them coming off the protected list soon.

Well, I also believe you should need a license to fish the piers or not need one at all to fish anywhere. Maybe they could do a tag system like they did for tarpon in Florida. You buy one tag a year and get to keep one fish otherwise it's catch and release. Just give it a hefty price tag, like $500.
